EU PPWR – The Strictest Packaging Regulation Takes Full Effect on August 12, 2026

Less than 50 days remain until August 12, 2026. The EU's strictest packaging regulation to date – the Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) – will take full effect across all 27 EU member states simultaneously on that date, with no transition period or grace period. Any non-compliant packaging will be barred from the EU market after August 12.

The regulation replaces the 30-year-old Packaging and Packaging Waste Directive (94/62/EC). The upgrade from a "Directive" to a "Regulation" represents a fundamental shift in legal authority – it no longer requires transposition into national law by each member state but applies directly and uniformly across all EU countries. The regulation imposes binding requirements on excessive packaging, plastic material composition, packaging recyclability, heavy metals, and PFAS chemicals. All express e-commerce bags, logistics cushioning packaging, and retail outer packaging exported to the EU must meet these uniform compliance standards.

 

PPWR Core Mandatory Requirements

1. Heavy Metal Content Control: The total sum of lead (Pb), cadmium (Cd), mercury (Hg), and hexavalent chromium (Cr(VI)) shall not exceed ≤ 100 mg/kg

2. PFAS Restriction Limits: For food contact packaging, individual PFAS (non-polymer) concentration ≤ 25 ppb; total PFAS (non-polymer) sum ≤ 250 ppb (limits apply to the entire packaging unit including inks, coatings, adhesives, etc. – no exemption for recycled materials)

3. Prohibition of Non-Recyclable Multi-Layer Laminated Packaging

4. Packaging Must Use Mono-Materials, Recyclable Materials, or Compostable Materials

5. Companies Must Complete EPR Registration and Issue Compliance Declaration (DoC) with Full Technical Documentation

 

The "Compliance Trilogy" – What Exporters Must Complete Before August 12

Step 1: Material Compliance – Ensure packaging meets heavy metal and PFAS limits; use mono-material, recyclable, or biodegradable materials

Step 2: Testing & Certification – Complete third-party testing; obtain Declaration of Conformity (DoC); prepare technical documentation for inspection

Step 3: EPR Registration – Register with relevant national systems (e.g., LUCID in Germany, ADEME in France, CONAI in Italy) and pay applicable recycling fees

After August 12, non-compliant packaging faces customs detention, product delisting, and heavy fines. Traditional standard PE express bags and complex multi-layer composite packaging will no longer be permitted in the EU market.
